Bremen sporting director Klaus Allofs said that Bremen's move to Mainz, though, depends on the recovery of Aaron Hunt.
"We will have to see how Aaron Hunt develops," Allofs was quoted as saying by the official website of Eurosport Network.
"If we then decide to let Zidan go, then he it is 99 percent certain he would go to Mainz. The time frame for the transfer has already been agreed with Mainz."
The 25-year-old forward joined Mainz last season on loan, scoring nine goals in 26 games and keeping them in the top flight.
Although Mainz are placed in the basement of the Bundesliga table, Zidan said he is keen on returning to Weserstadion.
"If it doesn't work out, then it's not a problem. Then I will still give everything for Werder," he said.
Despite starting the season on fire, Zidan went down the pecking order after Germany's top scorer Miroslav Klose, Hugo Almeida, Ivan Klasnic and Hunt.
