Al-Fahim has revealed his admiration for the well-built marksman on many occasions; nonetheless, he failed to bring him at Fratton Park last summer.
But it seems that the Emirati tycoon is planning to table another bid for Zaki, although the Egypt international has recently stressed that he would never join Portsmouth in these days.
"Our first offer for Zaki was turned down by Zamalek, but I still want to bring him in," Al-Fahim, who traveled to Egypt of late, told Al-Hayat TV.
Last month, Zaki assured that he wouldn't move to Portsmouth because he refuses to play alongside Israelis or Algerians.
Israel's Tal Ben Haim and Algerian international Nadir Belhadj are both plying their trade at Portsmouth.
On top of that, the English club have recently appointed Israeli coach Avram Grant as manager.
The relationship between Egypt and Algeria has been deteriorating since the horrible events that followed Pharaohs' 1-0 loss to the Desert foxes in Wednesday's World Cup playoff game.
Many Egyptian fans were injured after the game when thousands of Algerians chased them in the streets of Sudan with knives, daggers and blades.
