The Dervishes, who last won the league silverware in 2002 under Mohsen Saleh, hired and fired so many coaches over the past eight years but couldn't win any trophies during that period.
Saleh pulled off what his successors couldn't attain because Ismaili's board of directors let him do his job without piling up pressure on him and gave him enough time to flourish, according to Wotte.
"In football, no coach can promise to lead a team to a league triumph, it doesn't work that way," the Dutch tactician told reporters on Wednesday.
"The coaching staff have to be stable. Ismaili usually change their bosses all the time and that's why they don't win anything.
"I found out that Mohsen Saleh is the only coach who stayed at Ismaili for over two seasons. He was the last coach under whom the team won a title."
During Saleh's three-year tenure, Ismaili won the league title and the Egyptian Cup.
The three-time Egyptian champions also finished as runners-up in the CAF Champions League when they lost to Nigeria's Enyimba in the final of 2003.
