Yasser, who has dual Egyptian-Qatari nationality, is set to be called up to Qatar ahead of the regional competition, which gets underway on November 22nd.
Ibrahim, twin brother of Zamalek head coach Hossam, said the Gulf Cup of Nations is not officially accredited by FIFA, and thus the Cairo side could oblige their forward to snub his international duty.
"If we have important commitments in the duration of the competition (the Gulf Cup), we will prevent him from going," Ibrahim told reporters.
"It's not listed by FIFA so he doesn't have to go. He's an important player and Zamalek have every right to benefit from his services."
Zamalek face their arch-rivals Ahli in the league Cairo derby on November 26th.
Yasser returned to Qatar's fold three months ago after spending two years away from the international stage.
He fell out of favor with Qatar coach Bruno Metsu after joining Ahli, where he was confined to the bench, in the summer of 2008 but was called up again after moving to Zamalek.
