Ouka, 28, signed a three-year-deal with Degla after ending a six-year stint at the military side.
He received several Egypt call-ups in recent years, most of which were during the tenure of former Egypt manager Hassan Shehata.
Ouka made 17 appearances for the national team including three high-profile meetings with Brazil, Italy and USA in the 2009 Confederations Cup.
The Egypt international is Degla’s third signing this season after the Cairo-based outfit claimed the services of Ismaili left-back Ahmed Samir Farag and Masri full-back Ahmed Fawzi.
